The Supreme Court upheld yesterday the appointment of Dr. Flor J. Lacanilao as chief of the Aquaculture Department of the Southeast Asian Fisheries Development Center (Seafdec) in Iloilo. The High Court ruled that Lacanilao is entitled to the position for the duration of his term of office until changed by law or Seafdec regulations.
