Agriculture Undersecretary Cesar Drilon was the opening speaker at an international seminar-workshop on mangrove-friendly aquaculture which opened yesterday at the Days Hotel here. The five-day scientific meeting is convened by the Southeast Asian Fisheries Development Center-Aquaculture Department (Seafdec-AQD) which is based in Tigbauan, Iloilo.
