Faced with twin problems of massive flooding and uncontrollable material waste, LGUs in the country carry the burden of addressing obstacles, made more difficult by the pandemic. “The Philippines is an archipelagic country, and [waste is] sure to flow and swell into marine litter that endanger our fisheries and ocean ecosystem. No wonder that these provinces, cities and municipalities are now speaking out.
