Residents living in low-lying areas here were advised Sunday morning to take the necessary precautions after it was observed that the Cagayan River was swelling anew to above alarm level. Some residents have even evacuated Saturday night for fear of floods reminiscent of the deluge that overwhelmed the province only two weeks ago.
