A militant fishers group warned that an ecologically disastrous reclamation of hundreds of hectares of the Manila Bay off the coastline of Cavite province, which would also displace hundreds of small fishers, violated a Supreme Court order that required 13 government agencies to rehabilitate the Manila Bay. Fernando Hicap, chair of Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya), said that while the 2008 landmark ruling did not cite a specific area, rehabilitation efforts should cover not only the National Capital Region but the entire Manila Bay stretch “from Bataan to Cavite.” “That’s why we’ve been saying it’s a bigger issue than the dolomite [dumping],” Hicap said by telephone on Thursday.
