    [1] The provincial and municipal governments and the barangay (Pugalo) where the mining and processing of dolomite take place are not getting their due share in the profits of the enterprise in the form of taxes. Problem: It is not clear to the LGUs where and how much they can get under the laws from the dolomite operations in Alcoy. And it’s only this year, after about two decades, that they are actively pursuing it. As the DENR secretary puts it, the “system in Cebu” is mal-functioning or hasn’t functioned at all.
