    The country has a poorly developed scientific culture as evidenced by the pervasive underdevelopment and poverty, and to build one, corruption has to be rooted out and peace build one, corruption has to be rooted out and peace built, said two Filipino scientists. Dr. Teodora Bagarinao, a scientist at the Southeast Asian Fisheries Development Center (SEAFDEC), said last week that there is a need to develop the country's scientific culture to pave the way for progress and prosperity.
