The Bureau of Internal Revenue (BIR) has required marginal income earners (MIE) to register with the bureau even though they are still exempted from paying income and business taxes. The payment of ₱500 registration fee is waived under Revenue Memorandum Circular No. &-2014 signed by BIR Commissioner Kim S. Jacinto-Henares.
