Four people were rescued after their fishing boat capsized due to rough seas off the waters of San Carlos City in Negros Occidental on March 1. Philippine Coast Guard (PCG) Negros Occidental chief Jansen Benjamin, identified the four men as Jail Inspector Ian Carl Niaga; Jail Officer 1 Michael Oliver Facio; Romeo Mabilog; and Antonio Yanson. Lieutenant Commander Benjamin said on Sunday morning, the four individuals went out fishing.
