A 15-year program which started in 1999 to rehabilitate the Pasig River was rated unsuccessful by the Asian Development Bank (ADB). "The program was too ambitious, and its implementation arrangements too complicated to be led by a newly established agency," ADB said in n completion report on the Pasig River Environmental Management and Rehabilitation Sector Development Program. The ADB also noted that support for the program wanted upon entry of a new administration in 2001.
