The project started as a community work project of Ramon Flores, EDNPI member in the Municipality of San Juan, Batangas. He has worked with the communities there for almost five years and has successfully prevented the continues slaughter of the Pawikan for food and institutionalized the protection of their nesting sites with the help of the LGUs, the fishermen and the Bantay Dagat volunteers aided by the Environment and Natural Resources Department.
