Mangrove balling is the technique used by the Department of Public Works and Highways (DPWH) and its project contractors to “save” mangroves in Iloilo River, which are affected by the Iloilo Esplanade project that stretches across the districts of Mandurriao, Lapaz, and City Proper. The DENR had earlier called the attention of the DPWH when a number of mangroves died after agency’s Esplanade contractor obstructed the flow of water to the mangrove area.en
