Several individuals in Cebu and other parts of Region 7 have fishpond lease agreements with the government, and COA discovered that BFAR personnel have been lax in collecting annual rentals from then. Under Fisheries Administrative Order No. 197, the lease contracts of fishpond operators who fail to pay the annual rent and surcharge for two consecutive years, without justifiable causes, shall be terminated.en
