    Excerpt
The Belgian contractor of the Laguna lake rehabilitation project bowed to the conditions of the Philippine government to include the reforestation of the Marikina watershed and the monitoring of a third party to oversee the progress of the P18-billion project. The project was scrutinized this week during a hearing on the Department of Environment and Natural Resources budget before the Senate finance committee. The DENR had earlier sought changes in the projects's implementation rules to specifically include third party monitoring and the reforestation of the Marikina watershed.
