Finance Secretary Cesar Purisima has ordered a freeze of the P19-billion dredging project in Laguna de Bay, a government-to-government undertaking with Belgium. "I have instructed the Department of Environment and Natural Resources to review this project and possibly convert it into a PPP (Public-Private Partnership) undertaking," Purisima said. He said instead of a purely dredging operation, the project could be expanded to include tapping Laguna de Bay as a source of potable water for Metro Manila and its environs.
