    Excerpt
Authorities are digging for another pipeline believed to be discharging wastewater on the beachfront of Boracay island. Richard Fabila, chief of City Environment and Natural Resources Office (CENRO) in Boracay, said he documented black and smelly water coming from a holding tank in the area last May 5. The environment department and CENRO noted on Tuesday that wastewater seems to be flowing from the holding tank. Fabila believes that some establishments are tapping illegally into the holding tank.
