    An official of the Philippine Coast Guard yesterday ruled out overloading as the three motorboats capsized after being hit by huge waves last Saturday in the Iloilo-Guimaras Straight. The incident left 28 passengers dead. As of yesterday, Coast Guard assets remain deployed to conduct search and rescue operations.
