    Excerpt
A once "dead river" in Iloilo is now throbbing with fish life, thanks to a government-hosted Southeast Asian research center located in Tigbauan town. Actually, the "dead river" in Dumalag town was a stream that naturally changed course and subsequently formed into a freshwater reservoir. Until the town folk headed by Mayor Ricardo Castro thought of stocking it with fish.
