Bonifacio Terrania said after farming rice for more than 50 years, his life never improved. Terrania and his wife learned other farmers that the SoutheastAsian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) is helping small farmers culture tilapia in small freshwater reservoir.
