Protester scuffled with security guards of the Southeast Asian Fisheries Develpment Center (Seafdec) Thursday during a protest rally calling for the ouster of two top officials of the center. Michael Miranda, 31, said he was struck in the shoulder by a nightstick by a security guard whom he identified only as "Leonor". He said the guard challeged the protesters to a fight before he struck him.
