Scientists cannot be expected to be supermen and superwomen who can do everything. As they themselves say, it is not sound management practice to appoint one person to several concurrent positions. In the same way, it is not fair for scientists at Research Division and Technology Verification and Commercialization Division functions. But soe scientists (and managers) are capable of multi-tasking and so they were asked to do so.
