    Excerpt
Agriculture Secretary Proceso J. Alcala urged the country's rural banks to implement innovative financing programs to serve more small farmers, fishers and rural entrepreneurs. "Kailangan nating seguraduhun na walang maiiwan at lahat ng ating kababayan, lalong -lalo na ang mayoryang nasa kanayunan, ay makakatikim ng biyaya ng paglao," Secretary Alcala said during the recent 60th annual convention of the Rural Bankers Association of the Philippines (RBAP). He urged the RBAP to partner with the DA to successfully implement the Agro-Industry Modernization Credit and Financing Program (AMCFP).
