Francis Pangilinan, author and proponent of the Sagip Saka Act, said its implementing rules and regulations (IRR) would serve as the framework for the Department of Agriculture (DA), adding that the IRR mandates the department to include funding support for “Sagip Saka” programs in its annual plan and budget proposal. The IRR, the senator said, compels the Agriculture department to come up with a list of agricultural and fishery products that national and government agencies require for their various programs such as school feeding. The DA must also keep a roster of private companies willing to buy from food producers, donate equipment and transfer technology. They should also create a registry of farmers’ and fisherfolk’s organizations.en
