"Everyone" misinterpreted and misunderstood President Duterte when he talked about the Chinese fishing in the country's exclusive economic zone (EEZ), Chief Presidential Legal Counsel and concurrent presidential spokesman Salvador Panelo said yesterday. Panelo made the statement days after the President came under fire for saying on Monday that China will not agree to be barred from fishing at the Recto Bank in the South China Sea because it is also claiming the area, apart from being friends with the Philippines. Recto Bank is within the Philippines' EEZ.
