The unfortunate sea tragedy in the Iloilo Strait on Aug. 3 that claimed the lives of 31 people (as of yesterday) raised a lot of questions. The most prominent of these questions is about the essential lifejacket. Were there lifejackets in the boats that capsized? Were there enough lifejackets for the passengers?
