Oplan ERAP can significantly raise the living standards and provide more food access to the poor, not only in the Philippines but also in Southeast Asia. This was revealed by two international aquaculture scientists in a keynote paper entitled "Responsible Aquaculture for the Next Millenium" at the recently concluded international seminar-workshop on Responsible Aquaculture Development in Southeast Asia (ADSEA'99) here in Iloilo City. ADSEA is a tri-annual specific conference sponsored by the Iloilo-based Southeast Asian Fisheries, some 150 Filipino and foreign aquaculture scientists, academicians, practitioners, and the private sector which assisted in formulating the three-year (2001-2003) research and development plan of SEAFDEC Aquaculture Department (AQD).en
