While President Erap and his several bus and car loads of entourage had breakfast at a seaside seafood restaurant last Sunday, I joined Sen. Serge Osmeña III who visited SEAFDEC, the Southeast Asian Fisheries Development Center. Located in Tigbauan, less than an hour's drive from Iloilo City, SEAFDEC is at the cutting edge of research for Southeast Asian's aquatic resources. It is supported by a P200-million annual appropriation from the national budget, as well as by international contributions from Japan and other countries in the region.
