The "Water War" between the municipality of Guimbal and Southeast Asian Fisheries Development Center bubbled up anew last week as representatives of the National Water Resources Board came here to conduct an ocular inspection and hearing on the complaints filed by the municipality against the international research facility. It appears Guimbal mayor Richard Garin may have gotten the upper hand this time as findings by an inspection team from the Department of Public Works and Highways found Seafdec to be in violation of its NWRB permit. The team found that instead of just drawing surface water from the Guimbal River, Seafdec has been actually extracting water from four 40 to 50 foot deepwells with the use of submersible pumps.
