The SEAFDEC, based in Tigbauan town, notes that mangroves are crucial and have "marketable" and "non-marketable" values. A hectare can yield 600 kilos of fishes ad 600 kilos of shrimps yearly, at par with ordinary fish culture. That still excludes crabs, shells and other edible animals, nor the fact that it is also material for beverages, food, dye, cloth, firewood and lumber. It's "non-marketable" value is a misnomer, as it assures tremendous sums saved or added to the coffer of both the government and communities: mangrove serves as breeding and spawning ground of various fishes.en
