The Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC AQD) held the cornerstone-laying for its Enclosed Wet Laboratory is a component project of the Laboratory for Advanced Aquaculture Technologies. The latter's establishment proposal was initiated in 1997 both by SEAFDEC/AQD and the Philippine Department of Agriculture (DA). In 1998, the Philippine Secretary of Foreign Affairs endorsed the said proposal to the National Economic Development Authority (NEDA) and was then approved as a priority project of the Philippine Government for foreign funding.
