    Excerpt
The Philippine government would file a protest against China if reports that Filipino fishermen were being driven away from the Panatag Shoal (Scarborough Shoal) by Chinese Coast Guards were confirmed, Malacañang said on Monday. Palace spokesman Salvador Panelo made the statement after Senate candidate Neri Colmenares released a short documentary on the alleged harassment of local fishermen by Chinese coast guard personnel. The six-minute clip showed fishermen from Masinloc, Zambales detailing how the Chinese Coast Guard would seize their catch and drive them away from the area.
