    Unlike the Bureau of Fisheries and Aquatic Resources (BFAR) Region 6 office, the Provincial Agriculture Office believes that the province may suffer from a fish kill similar to Batangas and Pangasinan, but for a different reason. “No fish can survive if the water is heavily polluted. That is the very reason why we should continue to practice solid waste management. It is part of our coastal and marine conservation techniques,” said Dr. Ildefonso Toledo, provincial agriculturist. He urged coastal towns to maintain the good quality of their municipal waters because fish kill can occur if the water quality in fishing grounds becomes poor.
