    Fishermen in Cauayan, Negros Occidental decried their municipal government's lack of action on what they claimed to be "illegal incursions" of big-time fishing operators in their municipal waters. Ramon Gregas, vice chair of the Cauayan Fisherfolk Federation, yesterday said big commercial fishing operators from Hinigaran have been intruding into their once-bountiful fishing grounds since 2006-and Cauayan officials were doing nothing about it. Gregas and other officials of the 1,500-strong organization yesterday met with Gov. Alfredo Marañon Jr. to ask for help.
