President Benigno S. C. Aquino III is open to discussions on a possible fishery cooperation with neighbors but only after an ongoing dispute with Taiwan is resolved. Mr. Aquino said he wants to defuse the tension with Taipei after a Taiwanese fisherman was killed by the Philippine Coast guard two weeks ago for allegedly poaching in Philippines waters.
