    The government will open a new fishing ground for small fishermen east of the country that has been declared part of Philippine territory, an official said yesterday. Payao is a locally made fish-attracting device. Mr. Perez said the new fishing ground facing the Pacific Ocean, which abounds in tuna, Skipjack, Yellow Fin and Blue Fin tuna, is seen to benefit fishermen from the Bicol Region and Quezon and Aurora provinces.
