When he and number of scientists resigned in June 2004, he said in jest that he will return to the Southeast Asian Fisheries Development Center (SEAFDEC) as the chief. His words come true because last April 18, Dr. Joebert Toledo, Ph.D., was appointed as the chief of SEAFDEC aquaculture department, succeeding Dr. Rolando Platon, Ph.D. whom he and some 40 other colleagues criticized for mismanagement and lack of direction in leading the fisheries research institution. The Philippine government recommended Toledo but his appointment was signed by SEAFDEC secretary general Dr. Siri Ekmaharaj after the concurrence of SEAFDEC council directors during their 38th meeting in Brunei Durassalam on April 18 to 21.
