    The very people who should be hauled to court for Boracay's environmental degradation are the following: (1) owners of hotels, resorts, restaurants, and other commercial establishments; (2) residents; (3) concerned barangay and municipal officials; (4) officials of the Department of Environment and Natural Resources, Environmental Management Bureau, Department of Tourism, and Tourism Infrastructure and Enterprise Zone Authority.
