    The Philippine Earth Justice Center (PEJC). is urging the implementation of the vessel monitoring mechanism (VMM) requirement under the amended fisheries code in order to properly govern commercial fishing. The implementing rules and regulations (IRR) of the Philippine Fisheries Code of 1998 that was signed in 2015 requires VMM technology to be installed in all commercial fishing vessels of 3.1 gross tons (GT) and above.
