Private contractor Kuan Yu Global Technologies Inc. implemented an ineffective strategy in cleaning up the oil spill in Estancia, Iloilo. “Even from the start, Kuan Yu never really followed the recommended procedures,” said Dr. Rex Sadaba, oil spill response team manager of the University of the Philippines (UP Visayas) and consultant of the Iloilo provincial government. Sadaba spearheaded an ocular inspection of the spill site in Botongon, Estancia last January 15. He was accompanied by a multi-agency task force overseeing the cleanup operations.
