    Estancia, Iloilo oil spill cleanup contractor Kuan Yu Global Technologies Inc. insists it has a work plan and that this is in accordance with the Philippine National Oil Spill Contingency Plan. "We have submitted our work plan to the provincial government's oil spill task force," Kuan Yu president Karl Ignatius Young told Panay News yesterday. Iloilo's Gov. Arthur Defensor Sr. the other day demanded that Kuan Yu present a detailed work plan on its cleanup operation in Brgy. Botongon, Estancia.
