Dr. Resurrection Sadaba said he had been telling cleanup contractor Kuan Yu Global Technologies to place absorbent booms along the shore to contain the oil every time they perform high-pressure flushing on the rocks, but to no avail. The work thus becomes ineffective; the oil goes back and forth to the sea thus the workers have to clean the rocks again, Sadaba explained.en
