    As the government moves to enforce the "no-build zone" in typhoon-ravaged Tacloban City, hundreds of fishermen fear they would be driven away from the sea-their main source of livelihood. On President Aquino's orders, government agencies have mapped out a one at least 40 meters from the coastline at high tide that will be off limits to structures in a bid to protect villagers from storm surges in the climate change era of more violent cyclones. The no-go entails the massive relocation of at least 5,000 fishermen's families to safer, higher grounds.
