The Philippine Coast Guard (PCG) failed to control the spread of bunker fuel in Estancia, Iloilo during the first two weeks of the oil spill, according to Karl Ignatius Young, president of Kuan Yu Global Technologies, Inc., the company contracted for the cleanup. Young was reacting to the oil spill victims' filing of charges against the government-owned Power Sector Assets and Liabilities Management Corp. (PSALM) and the National Power Corp. (Napocor) demanding over P300 million in compensation and damages. Young maintained his company should not be blamed for the perceived delayed response to the oil spill.
