    What happened to Boracay is an example of what political will is all about. For all the criticisms against President Duterte, his move to rehabilitate Boracay by exercising draconian measures is paying off. The violators of the National Building Code and other laws were caught literally with their pants down. They never expected that the law would be enforced with such swiftness and determination. They built structures with complete disregard of law and we can presume with local government assent. The beaches, however, have been restored, the sea to its clear blue water and the shorelines clean white. A surf raker cleans up the beaches by sunrise; workers pick up debris under the trees. The will of the government was tested and it passed, but for how long will it be sustained?
