    President Duterte yesterday virtually cleared the Chinese Coast Guard personnel who were seen in video footage taking some of the catch of Filipino fishermen in the disputed Scarborough Shoal (Pantag Shoal) located some 124 nautical miles off Zambales. In his speech at the 120th anniversary of the Department of Foreign Affairs, Duterte said it seems the video footage was showing an ongoing barter. "In the fishermen's case, it natural to enter into barter.
