    Excerpt
The government is eyeing to complete within two and a half years a master plan which aims to provide a comprehensive framework for sustainable development in the Manila Bay Area. Officials representing the Philippines and the Netherlands yesterday signed the Memorandum of Understanding (MOU) that cements the cooperation of the two countries on the sustainable development and management of Manila Bay. Ernesto Pernia, socioeconomic planning secretary, and Netherlands ambassador to the Philippines Marion Derckx signed the MOU in a ceremony held at the National Economic and Development Authority (NEDA) in Pasig City.
