    Excerpt
The metro Iloilo water district (MIWD) board is correct in focusing it's concern on the watershed as the main source of its potable water supply. The first thing fisherman engineering student is taught is to define understand the problem before solving it. So the basic guideline in adequate water supply is healing the watershed and its rivers and streams. 1. Absence of human activities in the mountains. 2. Humanizing our rivers. “Water is life. It’s the briny broth of our origins, the pounding circulatory system of the world. We stake our civilization on the coasts and mighty rivers. Our deepest dread is the threat of having too little or too much”.
