Always exposed under the scorching heat of the sun, 11-year old Jhon Well Detablan does not mind how long he stays in the river. Tending to culture oysters excites him. Of the 75 members of the fisherfolk association in Barra, 51 are beneficiaries of the Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development. Aside from the program's usual benefits, she says, their association was also given a seed capital for an oyster-growing project as alternative to fishing.
