    Excerpt
Supreme Court Senior Associate Justice Antonio Carpio yesterday dismissed the warning of UP Law professor Harry Roque that China might resort to military and law enforcement activities if the Philippines asked for the arbitral tribunal to issue a provisional measure to force China to stop its reclamation and construction activities in the West Philippine Sea. Roque had said the move might be used by Beijing to invoke Article 298 of the UN Convention on the Law of the Sea argue that the reclamation of artificial islands are also recognized as a valid exercise of sovereign rights of a coastal state.
