    BFAR has already insisted that the same rules apply -- that no commercial fishing vessels should be in municipal waters to give way to other fishers and violators will be penalized. The new measures that were passed by Congress increased the penalties according to the size of vessels and catch of commercial fishers. RA 10654 or the amended Fisheries Code aims to eradicate unsustainable use of marine resources and illegal, unreported, and undocumented fishing by imposing higher fines for violators.
